These documents are part of registering on the website and creating an account, and the Client accepts them before requesting any service.
Service Agreement and Terms of Use
This agreement is between Basira for Transactions LLC, based in Lusail, Qatar (the "Company"), and the client who creates an account or requests a service through the website, WhatsApp or email (the "Client"). Creating an account or requesting a service means accepting this agreement and the related documents on this page.
1. Nature of the service
- The Company provides transaction-processing services: preparing, submitting and following up applications with government and semi-government entities in the State of Qatar on the Client's behalf, plus related advice.
- The Company is not a government entity and has no power to issue any licence or approval or to influence the competent entity's decision.
- A quote produced by the website is an estimate. It becomes binding only after the documents are reviewed and the Company confirms it in writing or on WhatsApp.
2. Client obligations
- Provide correct, complete and valid information and documents, and tell the Company promptly of any change.
- Pay the Company's agreed fees, and the government fees and fines owed by the Client, which are separate from the Company's fees unless stated otherwise.
- Respond to the Company's requests for documents, signatures or personal attendance where the entity requires it.
- Keep the username and password of the website account confidential. The Client is responsible for requests made from the account.
3. Fees and payment
- Fees are set in the confirmed quote or in the subscribed package. Government fees are charged at their actual amount against the official receipt.
- If the entity rejects an application for a reason not caused by the Company's error, the Company is entitled to fees for the work done, and paid government fees are refunded only to the extent the entity returns them.
4. Timelines
Timelines given by the Company are estimates based on usual practice and may change because of the entity's procedures, system outages or requests for more documents.
5. Communication
You agree that the Company may contact you by phone, WhatsApp, email and account messages about your requests, transactions and renewal dates.
6. Ending the relationship
Either party may end the relationship by written notice. The Client pays for work done and fees paid on its behalf up to that date, and the Company returns the Client's original documents.
7. Governing law
This agreement is governed by the laws of the State of Qatar. The courts of Doha have jurisdiction over any dispute after an attempt to settle it amicably.
8. Changes
The Company may amend these terms and will publish the new version and its date on this page. A new version applies to requests made after it is published.
Limitation of Liability
The Company exercises the care of a diligent professional. Except for fraud, gross negligence or anything that cannot legally be excluded, the Company is not liable for:
- Decisions of government entities to reject, postpone or request more documents, or changes to fees, procedures or regulations.
- Delays or disruption caused by government systems or portals, official holidays or force majeure.
- Any result of incorrect, incomplete, expired or forged information or documents provided by the Client.
- Fines or violations incurred by the Client before engaging the Company, or caused by the Client's delay in requesting a renewal or providing what the Company asks for.
- Indirect loss, such as loss of profit or business interruption.
In all cases, the Company's liability for any transaction does not exceed the fees the Client paid for that transaction.
This clause does not release the Company from its duty to keep the Client's data and documents confidential as set out under Data and Confidentiality.
Data and Confidentiality
The Company processes personal data in line with Qatar Law No. 13 of 2016 on the Protection of Personal Data Privacy.
What we collect
- Account and contact details: name, mobile, email, company name, username. The password is stored only as a one-way hash that nobody can read.
- Establishment and transaction details: commercial registration, establishment card, tax number, Qatar ID, address, requested services and their status.
- Documents and licences uploaded to your account or sent to us.
- A record of your acceptance of these documents (date, version and name).
How we use it
To review and price your requests, process and follow up your transactions, tell you their status and renewal dates, issue invoices and meet legal obligations. We do not sell your data or use it for advertising.
Who we share it with
The government entity handling your transaction, only as needed; licensed partners (law, accounting, translation) when you request a service they provide; and the technology provider (Google) on which the data is stored.
Confidentiality and protection
- Company staff keep client data and documents confidential, and only the person handling your transaction sees them.
- Data and files are kept in a private company account, and your files are reachable only from your account after you sign in.
- If a breach affects your data, we will tell you without delay and take steps to limit its effect.
Retention
For the duration of the relationship, then for the period required by accounting and tax rules. Portal login details are deleted as soon as you ask or when the relationship ends.
Your rights
You can view and correct your data from your account, ask us to delete it or withdraw your consent, and we will reply within 30 days, subject to what the law requires us to keep.
Government Portal Login Details (optional)
The Client may choose to give the Company the username and password of its establishment's account on a government portal so the Company can process the requested transactions through it. By adding them the Client agrees that:
- The Company uses these details only for the services the Client requests, and does not change the password or account details unless asked.
- The password is stored encrypted, only the responsible staff member views it when needed, and every view is logged. It is never shown in full again in the Client's account.
- The Client can delete it from the account at any time, and we advise changing the portal password after the transaction is done or when the relationship ends.
- The Client remains responsible for its portal account, and the Company is not liable for any use of it by others or for any action it did not take.
- Where the portal lets the Client add the Company as a delegate or authorized user with limited permissions, that is the better and safer option, and we recommend it over sharing the password.
